Earlier this month DC Water notified the 32BJ SEIU unionized cleaners who clean DC Water’s buildings that their contract would be terminated effective the following day. The new company, Phoenix Cleaning, is potentially violating DC’s Displaced Worker Protection Act by not offering employment to the incumbent cleaners, many of whom have been with DC Water for over a decade.
