MOTION FOR PROTECTION OF THE ARCHAEOLOGICAL AREA OF CARAL AS SACRED TERRITORY, ITS GUARDIANS AND CUSTODIANS

Dear representatives of indigenous nations and peoples,

Faced with the constant threat to buen vivir (living well) by modern society, we, representatives of the original peoples of Abya Yala, having come together in the Sacred territory of Tiwanaku in February 2024 we have agreed on the following Resolutions of the Talantaña Proposal for Planetary Harmonization in accord with our right to self-determination:

•  We declare Mother Earth a subject of personal rights and the archaeological site of Caral, in the Lima-Peru region, as Sacred Territory (natural and cultural spaces) of our Mallqui of Abya Yala.

•  We declare ourselves as custodians of the Sacred Territory of Caral in accordance with the indigenous wise ones of Peru, who are children and descendants of our Mallqui of Abya Yala.

•  We declare, as a national security issue, the protection, safe-guarding, and preservation of the Sacred Territory of Caral as representing a priority interest for planetary health in accordance with the recovery of ancestral wisdom.

•  We recognize the archaeological site of Caral as one of the neuralgic points for planetary memory and health, even declared a World Heritage site by UNESCO since 2009.

•  We support the request by administrative authorities of the Sacred Territory of Caral to protect and safeguard this area from the attempts to kill and appropriate this place for commercial ends.

•  With regard to the preceding point, the Caral contains in its memory knowledge on the use of medicinal plants, including Willka ( Anadenanthera colubrina), a species considered an important medicinal plant by our ancestors. Today, this botanical variety has been used widely by healers to effectively treat the coronavirus pandemic in various cities and communities, making evident the cultural-health-environmental priority of protection, safeguarding and preservation of the Sacred Territory of Caral.

•  We request those present at the 23rd Session of the Permanent Forum of the United Nations for Indigenous Issues, to join and sign this motion in favor of the defense of the recovery and safe-guarding of ancestral wisdom for the strengthening of the continued presence of the world’s indigenous peoples within the framework of international law and our customary law expressed in our Law of Origin.

Respectfully,

Taita Shanti Agui Mendoza President of the Confederación de Nacionalidades Indígenas del Perú (Confederation of Indigenous Nationalities of Peru)

Qampiri Carlos Prado Mendoza President Centro Cultural Kuska de Sabidurías Ancestrales (Bolivia)

Hugo Tacuri Huamani Vice President of the American Council of Indigenous Peoples

Supay José Segura Ayarza Ancient Amawta Achachila of the Andean Spiritual Community of Huiracocha, Chile

Qampiq Warmi Kantuta Killa Council of Healers Indigenous of Argentina

Nixon Henry Gonzalez Chirimia Consejo Mayor del Consejo Regional Indígena del Cauca (Colombia)

Yawar Malku Sergio Chura President of the Council of Amawtas and Spiritual Guides of the Plurinational State of Bolivia

** Ruth Shady, director of the Caral archaeological zone, expresses concern about a family that has invaded lands in the area, with the intention of taking them over, including the destruction of monumental buildings. The lack of police resources complicates the situation. We must remember that in recent months there has been an attempt to privatize Machupichu and the organized indigenous people avoided the deprivation of one of the most sacred places for indigenous nations.

The Sacred City of Caral-Supe is located in the province of Barranca, Lima Region. It constitutes the oldest manifestation of civilization in Peru and on the American continent due to its 5,000 years of age. It is made up of 32 monumental buildings, included in a complex system of settlements that show a strong religious ideology, among which are distinguished ceremonial buildings, residential sectors for people of different social ranks, a set of minor temples and production workshops. Caral led a settlement system that brought together 17 similar, although smaller, sites located in the Supe Valley.

We, the signatories, express our support for anthropologists and individuals who are fighting to preserve one of the oldest cities in the world as a universal heritage of humanity.

In February 2024, Indigenous peoples, nations, scientific experts, state authorities and entrepreneurs from South America and globally congregated to declare a shared vision for planetary harmony, as custodians of ancient wisdom and weavers of Allinkay (general wellbeing).
